It means: Living with the bare minimum of money, food, or resources to survive, with little or nothing else to spare.
Here are two examples of the expression, PAYCHECK TO PAYCHECK:
Example #1: My funds are low because I am living paycheck to paycheck.
Example #2: It is common to live paycheck to paycheck when you have a minimum wage job.
